Please find attached for your information the draft minutes of the HS2 Liaison Group meeting for the West Northamptonshire Council area which was held on Friday 26th September.

Please note – as relevant  – any ACTIONS in the minutes that are to be followed-up by those identified therein, for ease of reference these are shown as ACTION POINT in the locations where they appear in the text.

Additionally, as requested, the EKFB slides used in Chris James’ presentation at the meeting are also enclosed, to be read in conjunction with the minutes.

The next Liaison Group date has been provisionally set for either Friday 28th November or Friday 5th December, 10.30am-12noon, to be confirmed and advised.

Council begins early work to tackle 2026–27 budget gap

West Northamptonshire Council’s (WNC) Administration has highlighted the difficult choices that will be needed as the authority works to bridge an estimated £50m shortfall in its budget for next year.

The Council is currently forecasting the gap in its revenue budget for 2026-27 – the money it spends on the day-to-day running of services. In essence, the level of funding has not kept pace with our growing population and the continued rise in demand for services supporting the most vulnerable residents, such as children’s and adults social care, temporary housing for homelessness and SEND school transport. This means we have to find more efficiencies to balance our budget.

Action is under way to identify more savings and efficiencies that will seek to address the shortfall, which equates to around 10% of its overall budget, so that the Council can balance the books for the next financial year.

Like all councils across the country, WNC continues to face significant financial pressures annually and has already found £115m of savings since its creation over four years ago.

Cllr Mark Arnull, Leader of West Northamptonshire Council, said: “When the new Administration took over in May, we could see the huge scale of financial challenges inherited and how the Council had continued to make significant savings year upon year.

“But we can also see that demand and costs to meet that demand escalate each year with two-thirds of our annual budget funding statutory services that protect our most vulnerable children and adults. As the Council benchmarks well in terms of its cost of delivery this makes closing next year’s budget gap even harder and possibly the most difficult to date. Tough choices lie ahead. But our top priority will always continue to be protecting essential services, wherever possible, and continuing to deliver the value for money that our residents rightfully expect.”

Cllr John Slope, WNC’s Cabinet Member for Finance said: “We’ve started work on identifying and shaping proposals for next year’s draft budget to help us bridge the shortfall, which includes exploring further savings and efficiencies and looking at how we can be more consistent in our approach to things like fees and charges for discretionary services.

“There is also some uncertainty as we await the outcome of the Government’s Fair Funding consultation, which will provide greater clarity on funding and future budgets. While we are hopeful this will reflect the significant rise in our population and demand, the final position will not be known until mid-December, and we need to press on and be prudent in our approach in the meantime.

“We’ll leave no stone unturned in our budget work and by doing so we may need to consider proposals that not everyone will agree with, but it’s important we review every option to address these significant challenges.”

We’ll be developing proposals over the coming months, with the draft 2026–27 budget due to go to Cabinet in December. Residents will then have the chance to give their views during public consultation before the final budget is agreed by Council in February.

Booking System for Recycling Centres

West Northamptonshire Council is introducing a booking system for its Recycling Centres.

It launches on 3 November this year, with the aim of reducing queues and easing pressure on local roads.

You’ll be able to book a slot online, or over the phone if you prefer. Bookings can be made up to two weeks in advance or on the day at least 30 minutes before arrival.

Eydon Parish Council Objects to further development adjacent to Quarry Close:

Application Reference: 2025/2712/PIP

Eydon Parish Council has recently considered a planning application for a new self-build dwelling on land adjacent to Quarry Close. After a detailed review, the Council has submitted a formal objection to West Northamptonshire Council.

Why the Parish Council Objects

  • No Local Housing Need: A recent West Northamptonshire Council housing survey for Eydon found no demand for new housing in the village. Approving development would therefore be contrary to the evidence collected by the local authority itself.
  • Eydon Has Already Contributed: The village already has three self/custom build agreed, with this one 2 more in process. This shows that Eydon has made a fair contribution to meeting local self-build demand, and no further plots are required here.
  • Outside the Village Boundary: The site lies beyond the defined settlement confines of Eydon. Planning policies state that development outside these boundaries should normally be refused unless there is a proven local need — which is not the case.
  • Impact on Village Character: Building here would extend development into open countryside, eroding the rural setting and the distinctive edge of the village.
  • Risk of Setting a Precedent: Allowing one house on this plot could lead to further applications along Byfield Road, creating gradual sprawl into countryside and altering the village’s historic character.

Parish Council’s Position

The Parish Council believes that this proposal:
– Fails to meet any proven housing need
– Would harm the setting and character of Eydon
– Conflicts with adopted planning policies

For these reasons, the Council has formally objected to the application.
