I am writing to invite you to attend the Daventry Constituency Agricultural Forum 2026 on Friday, 27 February at 6.00 pm.

This forum brings together local farmers, agricultural professionals, and parish representatives to discuss the challenges and opportunities facing rural communities. It is designed to be informal and open, providing a space to exchange experiences, raise questions, and highlight the issues that matter most to your parish and local businesses.

As parish councils play an important role in supporting local farmers and rural communities, we would be pleased to welcome a representative from your council. I want the discussion to reflect the priorities of those who attend, so I would also welcome any suggestions in advance on topics you would like us to cover.

Dear Consultee,

West Northamptonshire Council is consulting on its Regulation 18 Draft Local Plan. The Draft Plan and supporting documents will be available for public inspection for eight weeks, from Thursday 29 January 2026 until 23:59 on Friday 27 March 2026.

The Local Plan is an important planning document that sets out how we propose West Northamptonshire will change and grow over the next two decades. The principles set out in the plan and the sites it identifies for protection and those it proposes to allocate for development will underpin decisions that are made in the years ahead. It is important to understand your views on these important matters.

Subject Matter

The Draft Plan sets out the proposed spatial vision and objectives for West Northamptonshire covering the period 2025 to 2043. It allocates housing and employment development sites, identifies a housing need for the rural areas, and contains policies against which planning applications will be considered. Once adopted, the Local Plan will replace the existing West Northamptonshire Joint Core Strategy and the Daventry, Northampton, and South Northamptonshire Local Plans.

The Policies Map accompanying the plan sets out the areas to which specific local plan policies and land designations apply.

The Statement of Consultation sets out a summary of comments received at previous consultations, and how these have been considered during preparation of the Local Plan. The Sustainability Appraisal weighs up the social, environmental, and economic effects of the Local Plan. In addition to this a broad range of supporting documents have been produced to provide an evidence base informing the Local Plan including the Habitat Regulations Assessment.

Rural South Northamptonshire Ward – End of 2025 Report

As we come to the end of 2025 , we would like to share an important update on the major local government developments that will shape the year ahead. While this is a time for celebration, we know many residents are concerned about the financial pressures facing West Northamptonshire Council (WNC) and the potential impact on our rural communities.

West Northamptonshire Council Budget 2025/26

WNC has now begun preparations for the 2025/26 budget and is facing a projected £50 million shortfall. This financial gap is driven largely by rising costs in demand‑led services, including:

  • Social care for children and adults
  • SEND school transport
  • Temporary accommodation and housing support

Although the Council has identified £20 million in efficiencies, several proposals within the draft budget remain deeply concerning to us.

Proposed Parking Charges in Towcester and Daventry

One of the most significant proposals is the introduction of new parking charges in Towcester and Daventry. As your Ward Councillors, we are firmly opposed to these plans. Rural residents do not have access to the public transport infrastructure available in Northampton, and introducing charges would unfairly penalise those who rely on car travel for work, shopping, healthcare, and essential services.

We are also strongly opposed to the proposal to introduce charges for Blue Badge holders across all council‑run car parks. This would place an unnecessary burden on residents with mobility needs.

In response to these proposals, Sarah Bool MP has launched a public petition calling for WNC to withdraw the planned parking charges in Towcester and Daventry. Petition link: https://www.sarahbool.uk/campaigns/stop-parking-charges-towcester-daventry

We encourage residents who share these concerns to add their names and make their voices heard.

Green Bin Charge Increase

The draft budget also includes a proposal to increase the annual Green Bin subscription from £60 to £80. We believe this £20 rise is excessive at a time when many households are already facing increased living costs. We will continue to challenge this proposal on behalf of our residents.

Local Plan Update

Work on the West Northamptonshire Local Plan is progressing, and 2026 will be a crucial year in its development. The next major milestone is the Regulation 18 Consultation, which will open on 26 January 2026 and run for eight weeks.

This consultation will outline:

  • The proposed village hierarchy
  • Housing targets and allocations across West Northamptonshire
  • Early policy directions that will shape future development

The consultation document is scheduled for approval at a Special Council Meeting on 19 January 2026. Once the consultation closes, feedback will be reviewed and incorporated into the next stage of the plan. The Local Plan must be agreed and finalised by the end of 2026, making resident participation especially important.

West Northamptonshire are intending on carrying out carriageway repairs on the above road.  To undertake this work safely will require that the road will be closed for 1 day at off peak times, and it is expected that the works will commence on the 8th January 2026.

West Northamptonshire Consultation Register and Residents Panel notification 23/12/2025 – WNC Draft Budget 2026-27 consultation

At their meeting on 22 December 2025, the Council’s Cabinet approved plans to consult on WNC’s Draft Budget for 2026 to 2027 and we are now seeking views on these proposals.

This consultation closes midnight Tuesday 3 February 2026.

Police, Fire and Crime Commissioner Newsletter – December 2025

This month’s edition features updates on the launch of the Northamptonshire Women’s Charter. This is Danielle’s call to action for organisations to promote safer environments for women – and therefore everyone – particularly in the workplace. Twenty local organisations have already signed up.
