🏛️ Council & Cabinet Activity

A full Council meeting was held on the 26th of June followed by a Cabinet meeting on 16th July the majority party Reform still have not produced a Manifesto and we have had as yet to see sight of any policy.

💰 Finance & Budget

The Reform Party elected at full council not to accept the annual increase 2.5% on allowances until the end of their first working year;

The 40 new Councillors are beginning to find their feet, and the officers continue to instruct them with endless Teams meeting on Local planning strategy, child welfare adult social care budget strategy etc

The cabinet met on 16th July.  A somewhat disruptive meeting as protesters (1000 voices) appeared from Northampton to voice their objection to the Net Zero policy.

The cabinet after a lengthy discussion approved the 3.1 section laid out in cabinet papers to no longer retain targets for achieving net Zero Carbon emission; but to be net zero in its own operation by 2030 and for business and residents by 2045 but also to continue to progress “the Sustainability project” improving the warm homes initiative and affordable housing scheme.   Mark Arnul, Reforms leader commented that to follow the current net zero trend would have left us bankrupt.

8 houses one bedroom houses have been purchased in Brackley as part of a wider development plan  1.3m

💰 Finance & Budget

At cabinet, it was agreed that Doge would visit WNC in the coming weeks, with the idea of monitoring expenditure and looking for cost savings within the council  in preparation for 25/26 budget however protective measures will be put in place to ensure the data processing is not challenged or exposed.  The information would NOT be shared beyond the walls of Angel Square.

🏫 Education

Gateway School Towcester expansion opens in September to better support pupils with social emotional needs.  It will offer a broader more inclusive curriculum and a range of new facilities tailored to their needs. Fiona Baker and her team were the author of this development.

West Northants Council validate application for Northampton Town to develop land for new houses at Sixfields Stadium ;

The Guildhall extension has been put up for sale, with the hope of the potential of building a new Hotel, residential flats etc

The SPC will shortly have to consider two applications for Woolgrowers (Greens Norton v concerns about traffic implications onto Tove roundabout) and Shacks Barn (Podium Park) where both Whittlebury and Silverstone are very concerned about visual and traffic impact.   Our residents need to be supported 19th August and 23rd September.

💡 Grants & Community Support

Grants schemes are now open for community funding.  The Portfolio holder is Laura Couse Laura.couse@westnorthants .gov.uk.   There is £500.000 to be allocated.  Applications need to be submitted before 5.00 August 20th.

Five grant schemes.. Food aid network; struggling to afford energy bills, education for everyday living, temporary accommodation, household and wider essentials.

💰 Finance & Budget

Sunday 20th Nigel Farage boasted that £1m  Pounds had been saved at WNC.   it was a fabrication: money has indeed been saved re-negotiating licences for Microsoft.  It began 7 months prior Reform to coming to power.   £320,000, has been saved and a E3 M365 system ordered, started from 1st July.

TEMPORARY CLOSURE BY NOTICE

West Northamptonshire Council as Highways Authority do hereby give notice that for a period of twenty-one days from the 18th of July 2025 that length of Public Bridleway AL15 in Eydon as specified in the Schedule below is closed to pedestrians, equestrians and cyclists in the interest of health and safety. Access to land or premises adjacent to the said length of bridleway is unaffected.

The closure is in place as the landowner needs time to remove a large tree limb that is dangerous and it is expected the tree works will be completed within the 3 weeks.

S C H E D U L E

(Length of bridleway to be closed)

The length of Bridleway AL15 in the parish of Eydon to be closed commences at point A on the map at National Grid Reference (‘NGR’) SP 5283.5013, junction with AL14.  The route then proceeds generally west for 1123 metres to terminate at point B at NGR SP  5397 5007, junction with Hollow Way.

The route to be closed is shown by a solid black line between points A – B.

ALTERNATIVE ROUTES:

The alternative route follows Hollow Way to point C, junction with AL16 at NGR SP 5372 4986.  The route then proceeds south-west for 1690 metres to point D at NGR SP 5268 4863.  The route then proceeds south-west for 474 metres to point E, junction with AE7, at NGR SP 5227 4639.  The route continues northwards for 1659 metres to point F at NGR SP 5224 5006.  The route then turns and proceeds east for 613 metres to terminate at point A at NGR SP 5283 5013.

The alternative route is shown by a dashed black line B-C-D-E-F-A.

FREEDOM OF EYDON AWARDS PROCESS

 

INTRODUCTION

From 12 January 2010, all local councils may exercise powers to confer the title of “honorary

Freeman” or “honorary Freewoman”  to persons of distinction and those who, in the council’s

opinion, have rendered eminent services to the council’s area (section 249(5) and (6) of the

1972 Act).

From time to time, members of the community demonstrate outstanding commitment and

contribution to the wellbeing of the Parish and it is recognised that their efforts should be

acknowledged. The Eydon Parish Council (EPC) will do this, in special circumstances

that meet the criteria of this policy, by awarding to an individual the title of ‘Honorary

Freeman or Honorary Freewoman of the Parish of Eydon.

 

ELIGIBILITY

Individuals from all walks of life and all sections of the community who have made a

difference to the Parish of Eydon are eligible to be nominated as honorary

Freeman/Freewoman.

Nominees need not necessarily be residents of Eydon.

In keeping with the special nature of the award it shall be strictly limited to those who have

made a very significant contribution to the community of Eydon and who have

demonstrated “service above self”.

The honour will be awarded for the individual’s lifetime and not as a hereditary award, however, in some circumstances, posthumous awards will be considered, to allow recognition of those persons’ contribution to the Community.

The maximum number of Freemen or Freewomen at any one time is not restricted.

The nominee must have made an outstanding contribution to the Village such that the

nominee’s contribution can be seen to stand above the contributions made by most other

people.

If the nomination is for that of a Member or former Member of the Parish Council, then to be eligible for consideration, they must have served at least 3 terms of office (12 years), but these do not have to have been consecutive terms.

The contribution to the wellbeing of the community must involve one or more of the

following factors:

A significant allocation of the person’s time in serving members of the community for the improvement of their wellbeing.

The promotion, achievement and/or delivery of community services in which a real

personal contribution has been made.

Whilst difficult to define, the contribution must be outstanding in that it can be seen

to stand above the contributions of most other persons.

 

NOMINATION PROCEDURE

Any resident or elector of the Parish of Eydon may make a nomination but it must be

supported by a Parish Councillor.

Self nominations are prohibited.

Nominations must be made in writing to the Parish Clerk.

Nomination submissions should be evidence-based by outlining the voluntary service

provided by the individual to the community and any other examples of ‘community spirit’ to justify the honour.

On receipt of a nomination, it will be circulated to all Councillors for confidential

consideration and included in the next meeting agenda.

If the Councillors are in agreement that the nominee should be made an Honorary Freeman

or Freewoman of the Parish, the nomination will be put before Council and a formal vote

taken in confidence.

No fewer than two-thirds of the Parish Councillors must agree the nomination.

The decisions of the Council on all nominations (whether affirmative or negative) are final.

All nominations MUST be treated in the strictest of confidence. The nominee should not be informed that they have been nominated as it is not fair to raise expectations in case they are not met. It is imperative that submissions are not discussed with any other persons.

Any disclosure will make the application invalid.

There is no restriction on the amount of persons nominated or awards made in each year. There is no requirement for the award to be made every year.

 

ACKNOWLEDGEMENT

An acknowledgement will be sent to the nominating person upon receipt of the nomination form. Correspondence will not be entered into on the merits of a particular nomination whilst it is under consideration.

All Councillors will be invited to discuss nominations received for the honorary

Freeman/Freewoman. The Council may request further information from the proposer if

required.

 

ENTITLEMENTS

Any person declared an Honorary Freeman or Honorary Freewoman of the Parish may

designate himself/herself ‘Honorary Freeman or Freewoman of the Parish of Eydon’.

The award shall normally be made at the Annual Parish Assembly usually in April. (It may be appropriate to hold a small dedicated ceremony – if multiple awards to be made for example)

A parchment scroll will be presented to the recipient and their name added to the Parish Honours board.

The award does not confer on any recipient any entitlements to attend, participate in

meetings of the Parish Council, or carry out any role on behalf of Eydon Parish Council, or bestow any other entitlements, but is intended to be a recognition of the valuable contribution made by that person to the local community.

 

PUBLICITY

Whilst nominations may be made at any time,  publicity will be generated in December of each year to remind the community of the existence of the award to allow time for decisions and awards to be purchased before the Parish Assembly.

 

HS2 – Additional working hours at Greatworth compound

HS2 are about to publish the attached notice regarding additional working hours at Greatworth compound. Please feel free to share it.

The tunnelling team have approval from the local authority to work extended hours, which will allow for 2-shifts per day to install the tunnel sections, from the beginning of April. This will mean some of the workforce will be on site between 6am – 10pm and there will be some lighting and vehicle movements on the site until 10pm. Note that this is mainly for tunnel installation activities and not for all construction work.

The majority of this work will be within the tunnel excavation, or inside the tunnel itself. Therefore, HS2 anticipate the community impacts should be low. Most of the site activity and deliveries will still be within core hours.

Cancellation of the 4-week closure of Wormleighton Road

Dear All,

We have cancelled the 4-week closure of Wormleighton Road, that was planned to commence on 18 March. We will update you when new dates for this closure are confirmed.

We have made this decision because when we complete the work on Wormleighton Road, traffic will then pass over the recently constructed Banbury Road Overbridge. We are not yet ready for this bridge to open, and therefore to avoid the risk of an extended closure, we have postponed the Wormleighton Road highway connection work for the time being.

Please feel free to circulate this information to your local contacts.

Our roadside information boards have been removed and we are contacting local businesses, schools, as well as blue light services.

I appreciate that there have been various dates proposed for this closure, our apologies for the changes.
